Civic Investigation People
There were a lot of people involved in the investigation. My plan is to write up profiles for the big players.
For now, here are some of the people (please note, the ones underlined and bolded have profiles written for them):

Jessie Bell - the woman who owned the rooming house Billie Morton bought.

O.M. Biggar - the lawyer who lead the investigation.

Silas Carpenter - former chief of police. Fired in February 1914 in favour of Lancey.

Isabella Carstairs - was temorarily hired onto the police force to look into the brothels. She was treated very poorly by the cops and so burned her notes.

Hector Chevrier - part owner of the Namayo Wine and Spirits Company and all around kind of sketchy dude. He was very likely extorting money from sex workers.

Joe Clarke - a lawyer and city alderman with interesting connections

Carmen Daly/Daily/Daley - sex worker who provided an affidavit that Wheeler said if she gave him $100 per month, he could guarantee the police wouldn’t bother her.

Alfred C. Lancey - chief of police hired to replace Carpenter.

Billie Morton - a sex worker who made bank (and a client of Joe Clarke's)

Nellie Roberts - sex worker (and client of Joe Clarke's).

Justice Scott - judge overseeing the case.

Ernest Seymour - police officer who was hired by Lancey. All around kind of sketchy.

May/Fay Smith - sex worker who provided an affidavit that Wheeler attempted to extort money from Carmen Daly.

William Wheeler - Manager of the Dominion Club and all around kind of sketchy dude. Like Hector Chevrier, he was almost certainly extorting money from sex workers.
